STAMBOURNE PARISH COUNCIL

The latest meeting of 2024 of the Parish Council took place on Thursday, 14th March 2024 at 7.30pm at the Village Hall.

Playing Field

Stambourne Playing Field

The Playing Field is looking in good order despite the very wet winter. It has been decided to install additional mesh matting to the vehicle access point as soon as weather permits.

Highways

As you are no doubt aware the number of potholes on our roads, both locally and further afield are a constant problem. We continue to report them.

Our Vehicular Activated Signs (VAS) sign is now in Church Road and does seem to be having an impact on traffic speed. It will be regularly moved to different locations in the village.

There were 2 applications for consideration at the meeting:

  • Application Number 24/00330/FUL – Land Adjacent, 1 Church Road, Stambourne
  • Application Number 24/00285/HH – Hill Top House, Dyers End, Stambourne

IMPORTANT NOTICE — Grey bin collections

Braintree District Council have notified that from April ONLY black bins with closed lids will be collected. Excess waste (i.e. additional bags alongside the bins) will NOT be collected.

Braintree District Council consider that a 180 litre bin is big enough for a family of up to four people, if you separate out all your recyclable waste. You may qualify for a larger or additional bin if:

  • you have a larger family
  • you have one or more members in disposable nappies or incontinence pads
  • you have a household member who has a medical condition that generates significant
  • additional waste.
  • none of the above guarantees that you will be allocated more capacity.

There is no charge for larger or additional bins and if needed you can apply on the BDC website or search “request for a larger bin”.

STAMBOURNE CONGREGATIONAL CHURCH

News from the Chapel

At the end of March we celebrated the 100th birthday of one of our active and regular members of the congregation!

Obviously Chapel reaches parts that other things cannot reach! Which raises a thought – we all have our beliefs even if it is abdication of believing anything (which seems very prevalent!). For many people will say “I don’t believe”, but when discussing in more depth we discover that most people have some strongly held beliefs, some of which are remarkably similar to the Christian Faith!

It is said that Church is the only organisation set up for its non-members, for the role of churches throughout the generations has been to provide where government, and society falls short. So at the end of the 19th century it was education and health that was in short supply for those who couldn’t afford to pay privately. And so many of our schools are C of E, but the early ones were nearly all started by non-conformist churches.

Even chocolate was in short supply to the masses so all the big name chocolate companies (Fry’s, Cadbury’s etc) were started by non-conformist church people, who often cared for their workers, providing education and housing as well.


In today’s society things are different. Most things are provided for, but there are still people who fall between the cracks in the ever diminishing services that the Government is providing. So we find people becoming lonely, who can’t get the care they need, and Churches and voluntary organisations step up and take some of the pressure off these services. REACH in Haverhill, the Foodbank in Halstead, Stambourne Chapel Care and various other voluntary organisations provide services for people that are not available elsewhere. These organisations rely on donations to pay for their work, and volunteers to do much of that work. We have just produced our report for the end of our third year of Stambourne Chapel Care.

Stambourne Chapel Care

We have just passed out three years of operation—gosh where did that time go! We started in February 2021 and looked after around thirty-five people with just four volunteers. We now have around sixty whom we support and have ten volunteers providing visits, telephone calls, dog walking, accompanying for health visits, and generally trying to help people to access the services they need.

If you would like a copy of the report please ask Adrian! And if you would like to volunteer, or to refer, yourself or any one you know for support and help, we will be pleased to hear from you. Our biggest difficulty at present is providing sufficient transport and supporting people through hospital and doctors’ visits, so if you have a few hours each month and are willing to help, please let us know.

Also on 3rd Thursday each month we have our Outings Group meeting, where everyone is invited to come for a cuppa and to share where they would like to visit in the next couple of months. We will then organise and order tickets (if necessary) and arrange transport for all who would like to go. If you haven’t any transport but would like to have a couple hours outing, then come along and find like-minded people who can share the experience with you!

Stambourne Chapel Care Outings Group are organising a trip (open to anyone) to the The Hut in Felixstowe for a day at the seaside. The Hut is a warm building on the sea front where we can enjoy some time together and entertainment, or if the weather is good, walk along the prom and enjoy lunch together.

Neighbourhood Watch—How to protect and mark your property

Hello All,

I talk to many of you in the rural communities, whether at farmer’s markets, coffee mornings or generally patrolling, about the importance of marking property as every year Essex Police recover hundreds of items and we are unable to return to their rightful owners – why is this? Because the property is not marked. A sample of this can be seen here. There are various ways in which you can mark your property, the simplest method being to mark or etch your property with your postcode, house or flat number or the first three letters of your address.

All of these measures help police identify stolen goods, making it harder for thieves to sell. So make your mark! As technology improves there are now advanced products on the market – Essex Police do not promote any one company, just those that are secured by design.

What is Property Marking?

The Secured by Design (“SBD”) membership scheme includes member companies whose products have been awarded the ‘Police Preferred Specification’ status. As a police initiative Secured by Design was implemented to encourage the building industry to adopt crime prevention measures in the design of developments to assist in reducing the opportunity for crime and the fear of crime, creating a safer and more secure environment and ensuring that the product is sufficiently robust to resist physical attack by casual and opportunistic criminals. The SBD focus is on the critical factors that combine to deliver a product’s performance – design, use, quality control and the ability to deter or prevent crime. Examples are: Smart Water, Selecta DNA, Asset Marking.

What is DNA Property Marking?

DNA property marking is a forensic marking system designed to reduce theft by coding valuable possessions with unique synthetic DNA and using warning labels to alert criminals your property is protected. Each property marker contains thousands of microdots which allow Police to identify property located at the scene in a matter of seconds. Thieves can no longer get away with possessing stolen property when confronted by Police. This small bottle of glue which is easily applied to lots of household items contains UV tracers which are incorporated in the synthetic DNA product making it easy for Police to locate and return to their owners.

Other DNA products include Personal Defence Sprays, Underground DNA spray for cables, Tool marking kits, DNA intruder sprays and Tagging Sprays.

STAMBOURNE PARISH COUNCIL

The first meeting of 2024 took place on one of the coldest nights of the winter so far on Thursday, 18th January 2024 at 7.30pm at the Village Hall. We were pleased to welcome our County Councillor, Peter Schwier.

Pavilion

New fire safety laws require buildings such as halls which are available to hire, to have a fire risk assessment, this is underway for the Pavilion. A grant of £300 has been awarded from the District Council’s Councillors’ Community Grant and will be used towards buying 30 new chairs for the Pavilion. Thank you to Cllr van Dulken and Braintree District Council for this grant.

Highways

County Councillor Peter Schwier was able to update the Parish Council on Essex Highways’ work to repair the potholes and other highway issues across Essex. He also updated the Parish Council on the impact of Storm Henk and the winter gritting service.

Defibrillator

Defibrillator

A recent incident meant that the new defibrillator at the Village Hall was accessed and removed. Fortunately, it did not need to be used and is now back in place, but this shows how important they can be. Thank you and well done to those quick-thinking individuals who sprang into action when needed.

Bonfire

If you were good enough to contribute material to our village bonfire, we apologise that you are not going to enjoy the experience of seeing it burn. You will remember that we were forced to cancel our November celebrations due to the difficulties of parking cars on the waterlogged field, however we planned to light the fire at a weekend when the weather was favourable, and anyone interested could gather around and enjoy the experience.

Unfortunately, this now is not an option as a misguided individual, for reasons that are difficult to fathom, took it upon themselves to light the fire without any notice. This action was completely without any permission from the Parish Council, and we regret the loss of an opportunity for us to get together for a pleasant social event.

Thank you for your ongoing support and we hope that you will continue to contribute material to our bonfire when we need it for bonfire celebrations later in the year. Please do not add any more material to the site now.

We are adding mesh reinforcement to the entrance of the parking area so that wet weather should not cause problems for future bonfire evenings.

Looking back to the end of last year

The Carol service was well attended and many thanks to those who decorated the Church, read lessons and helped with serving the refreshments and tidying up!

Rev. Caroline said her “goodbyes” at the Benefice Service on 31st December 2023 at Stambourne and again this was well supported by all 7 Churches in the Benefice. She was presented with a garden voucher which she said will be put to good use in her new house and garden.

We wish Caroline all the best in her new Parish.

News from the Chapel

There are lots of challenges in life today whether they are those caused by the weather or the ones we see on the news of people doing bad things. One statement which struck me was when one of the Post Office investigators was asked whether he felt what he was doing was right and he answered that he was just doing his job.

And I suppose many get trapped into situations where they are just doing their job without really considering the consequences of it. I spent much of my working life visiting companies and have had people in very senior positions say that they are proud of something which to anyone outside the company looked very wrong.

We often make our own judgements don’t we? In work, in life, in relation to our neighbours, and even our own relations. But often we don’t know the history behind the situation and all that has happened. The Post Office investigator may have had some difficult relationships in his work life which led him “to keep his nose clean” and just get on with the job. In some instances we may be the people who are causing that. We may put people under pressure so that they will hide under some title just to keep things peaceful. So is there a way we can react? We are told in the Bible to seek justice. But whose justice? That of the courts? Of this land or of some other country? Is there an absolute justice? One that never fails? That can be relied on whatever the situation?

Well for believers we can say yes, but some would even question that. Why would a God allow such suffering and pain?

Well that’s a very difficult question to answer in one line of text. But we do have an answer and it is provided by God in the Word of God, the Bible, that has been around for thousands of years and has proven trustworthy and reliable in answering life’s difficult questions.

10am – 12pm. Coffee and chat in a “warm space”. Our heating system is very effective and we are a warm hearted bunch of people!

Also on 3rd Thursday each month we have our Outings Group meeting, where everyone is invited to come for a cuppa and to share where they would like to visit in the next couple of months. We will then organise and order tickets (if necessary) and arrange transport for all who would like to go. If you haven’t any transport but would like to have a couple hours outing, then come along and find likeminded people who can share the experience with you!

2pm. At Halstead Empire Dementia Cinema.
We also take people to the dementia Friendly cinema in Halstead at 2pm on a Thursday.
If you would like to come along let us know and we will arrange transport to get you there.
24th February Film Evening
Doors open at 7pm, film starts at 7.30pm.
The film is “The Perfect Wave” based on the true story of Ian McCormack (aka ‘The jellyfish Man’), starring Scott Eastwood (Clint Eastwood’s son), Rachel Hendrix (from ‘October Baby’), and Cheryl Ladd (who played Kris Munroe in the TV show ‘Charlie’s Angels’). This incredible faith-filled feature film is set to become a global Christian blockbuster with its all-star cast, breath taking cinematography and an out-of-this-world true story that has to be seen to be believed. We will start with Fish and Chips and then move on to watch the first part of the film. A break in the middle will allow us to enjoy an ice cream before watching to the end of the film.

2pm. At Halstead Empire Dementia Cinema.
We also take people to the dementia Friendly cinema in Halstead at 2pm on a Thursday.
If you would like to come along let us know and we will arrange transport to get you there.
23rd March100th Birthday of Jean Dobell
Starts at 2pm.
We celebrate the 100th Birthday of Jean Dobell.
29th MarchGood Friday Service

This will be a time of Reflection and Prayer.
31st MarchEaster Sunday
10.45am.
We celebrate our Risen Lord on Easter Sunday.
16th AprilDay at the seaside
Stambourne Chapel Care Outings Group are organising a trip (open to anyone) to the The Hut in Felixstowe for a day at the seaside. If you would like to come along let us know and we will send through all the details. If enough people want to go we will be using a bus. The Hut is a warm building on the sea front where we can enjoy some time together and entertainment, or if the weather is good, walk along the prom and enjoy lunch together.
AprilLambs at Boydells Farm in Wethersfield
We will also be going to see the lambs at Boydells Farm in Wethersfield in April.
We will let those interested know when that will be.
DecemberChristmas Spectacular at Thursford
Also if anyone is interested in a trip to the Christmas Spectacular at Thursford, please let us know so that we can establish whether we will be using a coach or cars.

Stambourne Chapel Care

This voluntary organisation was set up to help people as they go through life changing situations. Our group of 8 volunteers currently serve around 40 people. The group is funded by grants and by donations as there is no charge for any of the things we do, although we are very grateful for the donations that many people make. If you would like to support this work by volunteering, or by donating please contact Jill.

Here’s hoping you all had a good Christmas and New Year.

We had a very good evening at our Christmas Quiz night and we would like to thanks Fiona and Tony Bailey for volunteering to organise the quiz and Zoe for cooking the excellent chillies.

A thank you also to Oscar Pickess for donating the Christmas trees.

Coral also held one of her Craft Markets in January and it went well. She will do another one later in the year.

Our next committee meeting will be held on Thursday, 11th April at 5pm. This will be our A.G.M. All are very welcome as well as anyone who would like to join the Village Hall Committee.

We know we can sign up to borrow hard copies of books from Essex Libraries. In Stambourne we are lucky to also have the Mobile Library which visits the Village Hall on Wednesday, every three weeks, between 10.05am and 10.35am.

However, the Library offers many other services. They are not just about borrowing books, they also run a lot of activity sessions. There are many weekly sessions for children with additional activities in the school holidays. Many sessions are free, although you’ll often need to book.

In addition there are also sessions for adults, some centred around books and reading and others on wellbeing. For example there is a weekly walking group which meets at Sible Hedingham Library. Again, check the library’s website or ask at the Mobile Library for information.

Note: If it’s more convenient you can join Suffolk Libraries (for example Haverhill or Clare) who also have a wide and varied activity programme.

Our favourite pancake recipe for Pancake Day

Recipe Pancake Day 2024: Make yourself some yummy pancakes this Pancake Day!

Make yourself some yummy pancakes this Pancake Day!

This year Shrove Tuesday, also known as “Pancake Day” or “Mardi Gras”, falls on 13th February. On this day, it is customary to eat pancakes as a meal. Try our favourite pancake recipe this Pancake Day 2024. Super quick, in 3 easy steps.

Ingredients

• 200g plain flour
• 1 tsp baking powder
• ½ tsp salt
• 2 Tbsp sugar
• 1 egg, at room temperature
• 2 Tbsp butter, melted
• 250ml milk, at room temperature

Optional ingredients

• ½ tsp ground cinnamon
• 1 tsp vanilla extract


• Preparation time: 10 mins
• Cooking time: 15 mins
• Total time: 25 mins
• Yields: 8 pancakes
• Serves: 2 hungry people


Directions

Step 1

Dry ingredients: in a large bowl, sift together the flour, baking powder, salt, sugar, and cinnamon if using.

Wet ingredients: in a separate bowl, lightly beat an egg, then combine with the melted butter and the milk, and the vanilla extract if using. Whisk lightly.

Step 2

Make a well in the centre of the dry mix and pour in the wet mixture; mix until smooth, but do not overwork the batter.

SECRET TIP

Let the batter rest while you heat your pan up. This will make your pancakes nice and fluffy.

Step 3

Heat a lightly oiled griddle or frying pan over medium-high heat. If you use a non-stick pan, you will not need to grease it.

Pour or scoop the batter onto the pan, using a couple of tablespoons for each pancake, making sure they don’t spread out to the outside. Wait until the top of the pancakes begins to bubble, then turn them over and cook until both sides are golden brown and fluffy. Serve hot.

Serving suggestions

Top the pancakes with your choice of maple syrup & butter, or honey & fresh blueberries or strawberries, or banana slices & Nutella for truly decadent pancakes. Yum!
